Headline is inaccurate
I would like to commend the Technician’s staff on their excellent headline writing. I was unaware that Raleigh’s garbage disposal ban meant it was effective state wide. Nor was I aware that “governor” was synonymous with “City Council.” Perhaps before you write a headline for the story above the fold, you might like to read the first two paragraphs. I suppose newspapers really are written at a sixth-grade level.
